By defining Rates and Services based on Shipping Zones, we can apply them on the front end as per the shipping address.
Admin can select the rates and services from the plugin and he can set the rates and services according to the shipping zones and then that rates and services will be displayed on the front end according to the shipping address.
To Set the Rates and Services according to shipping zones:
Go to Woocommerce Setting >> Click on Shipping >> Click on Shipping Zones

Then Edit the Added Shipping Method.

Now select the Rates and Services according to the shipping zones.

Selected services will be displayed on the front end based on the shipping address.
